Andrew Kulakov

Andrew Kulakov is Regional Director, Europe and Director of AI & Engineering (Europe) at Dualboot Partners. He has been a key leader in the company since 2018, helping establish and scale Dualboot’s delivery and engineering foundations across the European region. Andrew combines deep technical expertise with strategic leadership to support the company’s growth and operational excellence.

Since joining Dualboot, Andrew has played a central role in shaping the European delivery organization by building distributed teams, developing management talent, defining operational processes, and guiding the company through external and market-driven challenges. His responsibilities span regional operations, delivery execution, and long-term organizational stability and growth across multiple teams and geographies.

Alongside his leadership role, Andrew remains a hands-on engineer and AI expert. He has actively worked with generative AI systems since the emergence of early GPT models, continually researching, testing, and deploying AI solutions in real-world production environments. At Dualboot, he initiated and led the development of 3PO, an AI-driven platform designed to help understand and modernize complex software systems, guiding it through multiple product iterations and strategic pivots.

Andrew also founded and led Dualboot’s internal education platform, initially created to support in-house growth and later expanded externally. Through this program, over 800 engineers were trained, with more than 100 joining Dualboot and 20 advancing into team lead and leadership roles. He regularly delivers lectures, workshops, and hands-on training that contribute to long-term talent development and technical culture within the company.

Before Dualboot, Andrew began his commercial software engineering career in 2009, gaining broad full-stack experience across web platforms, large-scale systems, and cloud-based architectures. His background spans end-to-end product development — from engineering execution to product-level understanding — with his deepest current expertise centered on generative AI and AI-driven engineering systems.

Andrew combines systemic thinking, operational leadership, and deep technical expertise to help teams solve complex delivery and organizational challenges. He works at the intersection of operations, engineering, and AI strategy, turning emerging technologies into practical, scalable solutions that deliver real value for clients.
